Djibouti GBVMIS

With the rise in Gender Based Violence (GBV) in Djibouti, Avalon worked with UNFPA and the government to develop a Management Information System to better practitioners with tools and policy makers with necessary data to make evidence-based decisions. 

A core challenge in Djibouti is that government agencies work in silos when it comes to GBV. Because of this, and due to a lack of consistency with data collection, making evidence-based decisions is difficult for high-level governments. 

Working with a variety of sectors, including the  Justice System, Police, Health, and Ministry of Women and Family, UNFPA Djibouti is partnering with Avalon to develop a Management Information System which captures all relevant data related to GBV to streamline current processes. 

In 2018, a mapping report was released and led the country to develop an organization dedicated to addressing GBV. With their support, and the support of all stakeholders, Avalon conducted interviews to understand what data is available and what systems, if they are not paper-based, currently hold this necessary data. With this knowledge, Avalon developed a system that will align all of the information into one platform.
